In 1991, CGI-USSR Consulting Ltd was established in Moscow. This company specialized in providing consulting services to large western oil firms, which were expanding at a rapid race into the Former Soviet Union. Since these companies needed to visit various oil fields a need for charter flights arose.
CGI-USSR Consulting Ltd began by searching and selecting an airplane and conducting technical safety audits of the aircraft. This was not an easy task in those years, when there were limited funds available for aircraft maintenance. A logical need came into existence for creating an aviation company.

In 1994 CGI Aero received its Air Operator’s Certificate and began operating its first Yak-40 aircraft.
When the company was established it was known that the international oil and gas companies have strict aviation safety guidelines, as most oil and gas is produced in hard-to-reach places with no transportation infrastructure.
In order that CGI Aero’s aircraft are in line with the strict Oil and Gas industry guidelines, each aircraft undergoes a technical audit by both CIS and western specialists. The personnel of RusAir are also chosen for their experience and high level of expertise as well as knowledge of English. As a result, CGI Aero became the first aviation company in the Russian market which met the international flight guidelines on CIS aircraft.

In 1998, "CGI Aero" was renamed to "RusAir".
Considering the requirements of foreign businessmen, RusAir began including on each flight, a flight manager, which is now a standard service among many air charter operators in Russia. However, RusAir was the first company to implement this.
The Flight Manager monitors safety, maintains dialogue with both the crew and with the passengers, assists passengers with luggage and ground transport, and helps in expediting airport documentation procedures.

RusAir currently has TU-134 and Yak-40 aircraft on its AOC.
The management, staff and crews of RusAir are professionals, with many years of aviation experience. Representative offices are located in Moscow, St. Petersburg, Almaty, New York. RusAir has its own certified 24-hour Flight Operations office, staffed by former air traffic controllers. RusAir’s high safety standards and constant safety audits have assisted in placing aviation insurance of a minimum of $25,000,000. Additional insurance can be obtained up to $100,000,000. RusAir is a subsidiary of Clintondale Aviation, which can act as an aviation broker and offer clients air charter services around the globe.
RusAir continues to grow and improve itself. Our Yak-40 is the first aircraft to receive official permission to fly to Plesetsk Cosmodrome in Russia. RusAir was also one of the first companies to provide CRM crew training (Crew Resource Management).
Among RusAir’s clients are Prince Michael of Kent, Mayor of Moscow Yuri Luzhkov, American Congressmen, various ministers and ambassadors, and managers of foreign corporations.
